I presume ECM Burst II affects multiple enemies and ECM - Multispectral Jammer II affects single enemy? Or did I get it wrong? Also, I presume I need to get the enemy targeted for ECM Burst II to effect or it will affect anyone in range?

A question: You view a can, and try to transfer the item. It inform you the can belongs to other people, so you cancel the transfer. Why are you still tagged even though the transfer didn't get thru?
